Toby Fisher is a barrister at Matrix Chambers in London, specialising in international environmental law and the law of the sea. He advises on complex issues of ocean governance, maritime jurisdiction, and state responsibility under international law.

Toby previously served as the Deputy Director of International Law at New Zealand’s Ministry of Foreign Affairs and Trade, where he led New Zealand’s delegation to the International Seabed Authority. His experience bridges legal policy, diplomacy, and environmental protection at the global level.
